Can I be eligible for a Tax refund anticipation loan if I owe a previous bank? Serious answers only!!!?

I owe Wachovia 250 and I am now in Chex systems I plan on paying them back this year...But I would like to get a Refund anticipation loan is it possible for me to qualify?
